Dallas seeks construction manager for proposed police station; city to reapply for $500,000 green infrastructure grant

City Manager Brian Jerjans said the city has issued a request for proposals for a construction manager/general contractor to guide value‑engineering on a proposed police station and to hold an option to continue under a full contract if the project moves forward.
"We put that out, for them just to work on the value engineering stage, with an ability in the future ... to have that contract extended, if we so choose that route," Jerjans said. He told the Public Safety Committee that the bidsubmission date currently listed as Sept. 11 will likely be moved to Sept. 12 because Sept. 11 is a federal mail holiday.
Jerjans also said the city will reapply for a community green infrastructure grant to fund stormwater capture on the police station roof, planter boxes and street trees. The city had applied previously but the application was removed from consideration for a misunderstood answer to a question; the grant program reopened with remaining funds and staff were encouraged to reapply.
"We applied last time for a $500,000 grant. That's still the maximum award," Jerjans said, adding that any required local match would come from however the city ultimately funds the building.
City staff told the committee they expect to return to the City Council in November with a value‑engineered project for review, and that a reapplication decision will be made before any related ballot measures are finalized for voters.
No formal council action on the police station or grant was taken at the committee meeting; the committee’s role at this stage is informational and preparatory. Committee discussion focused on timing for the RFP, the bid deadline and grant match implications.
