Del City council ratifies routine contracts, equipment purchases and PILOT payments

Del City’s City Council approved a slate of routine contracts, equipment purchases and payments during its Jan. 20 meeting, taking actions officials described as necessary to maintain city services ahead of winter weather.
Major items the council approved include:
• Employee health insurance: Council approved a contract with Blue Cross Blue Shield of Oklahoma for administrative services and health and prescription coverage for calendar year 2026 (Option 1), effective retroactively from Jan. 1 through Dec. 31, 2026, and authorized the mayor or city manager to sign necessary documents.
• Public works equipment: Council ratified the interim public works director’s purchase of a 2025 Caterpillar asphalt roller truck and authorized payment not to exceed $32,500 to Warren Cat, a purchase staff said will improve repair quality by allowing hot asphalt to be used instead of temporary cold patch.
• Professional services: Council approved an annual professional services agreement with Reclaiming Hope LLC and authorized execution of necessary documents.
• Communications equipment: The council approved the purchase and installation of an 800 MHz, 8‑channel control station combiner from Bearcom OKC not to exceed $12,035 to help consolidate radio equipment.
• PILOT distributions: Council accepted a pilot payment from the Del City Housing Authority in the amount of $25,550.53 (payment in lieu of taxes for 2025) and approved sending half of that amount ($12,775.26) to Middale Independent School District as required by the established pilot agreement.
• Code enforcement assessments: Council ratified abatement assessment costs totaling $12,733.56 for cleanup of previously abated properties and read the full list of property addresses and amounts into the record.
• Executive session action: The council recessed to executive session under Oklahoma Statutes to discuss pending investigations, claims and litigation (including Wright et al v. City of Del City, Oklahoma County District Court CJ‑20235930) and, upon returning, authorized the mayor to execute any documents necessary arising from those discussions.
All listed motions were approved by unanimous vote when called on the record. The council also approved minutes from its Jan. 5 meeting with one abstention (Councilman Dean) noted because he was absent from that meeting.
