Staff recommended using the 15‑foot roll quantities rather than cutting rolls and wasting material.
Why it matters: the revision increases project cost but staff said funds are available from consolidated highway/FEMA money moved into the county highway fund, enabling the work while funding is on hand.
During discussion staff explained the discrepancy arose after ordering materials and discovering the fabric is now sold in 15‑foot widths, not 12 feet as bid. Bidders Paulson and Lakeside Gravel did not submit quotes because of the material‑handling needs. Commissioners agreed that, given the condition of the road and available funds, it was appropriate to fix the sections while money remains.
A motion to change the project to the revised quantities and length, and to approve the $238,334.50 total, was made, seconded and approved by voice vote; the clerk recorded the motion as carried.
Staff said the change will produce 15‑foot wide repairs on narrow sections and 28‑foot work on wider sections to accommodate overlaps in fabric placement. They noted the repairs will address the most damaged stretches but will not necessarily fix the entire length of Ramsey County 4. Staff will return with implementation details and scheduling information at a future meeting.
