Road staff said Morris SealCoat submitted the invoice for 2025 chip seal on Ramsey County 1, Walleye Drive, Military Road, Terminal Road and Ramsey County 8 for $436,782.78 and that payment would be “well under” the budgeted amount. The commission approved paying the invoice by roll call.
The commission accepted a Tri State Paving quote of $19,040 to lay a 6‑inch asphalt floor in the county salt facility; that work was described as a 2025 budget item. Tri State also provided a quote of $49,823 for five pavement patch locations (Ramsey County 3 north of Hamden; Ramsey County 8 by Lawton; and two sites from culvert installations). Commissioners approved that quote.
The commission approved purchasing 1,300 yards of yard gravel from Close Construction at $15 per yard delivered, for $19,500, using a budgeted line item for the Devil’s Lake stockpile. Road staff said the usual purchase size is about 2,000 yards but the lower amount fit current budget constraints.
The commission also authorized the purchase of a Step SMP 600‑gallon road‑oil machine at $58,003.45 through Sourcewell. Staff said the unit has electric burners that improve safety and will replace a unit that failed. The motion to accept the quote carried.
Other approved payments and authorizations included: paying Dolman/Dauman Services $32,287.78 for painting lane and edge markings after chip seal; paying Johnson Excavating $11,000 for a completed culvert replacement; and authorizing the chairman and auditor to sign construction engineering contracts from KLJ for four County Road Program projects as those documents arrive from the state.
The commission recorded motions and roll calls for several items; where a roll call was requested the commissioners present recorded unanimous or near‑unanimous aye votes.
The county’s road staff said some items are funded from consolidated highway/FEMA balances moved into the highway budget; for other purchases staff cited existing 2025 budget lines. Several presenters noted they had received and compared multiple quotes and identified the lowest responsive bidder for each purchase.
In closing, commissioners directed staff to proceed with awarded work and return with updates at subsequent meetings when implementation details—such as scheduling and mobilization—are available.
