McCall council adopts golf course fee increase, authorizes mayor to sign resolution

The McCall City Council on Aug. 14 adopted Resolution 25-19, approving a revised golf course fee schedule for fiscal year 2026 that raises regular fees by a minimum of 3% and increases tournament fees by a larger margin. The motion authorizes the mayor to sign all documents needed to implement the new schedule.
The change was presented to the council by Phil Goodson, who said the proposed increases reflect rising costs and the need to move the golf operation toward a self-sustaining enterprise fund. "The minimal 3% increase will help out to offset any inflation, any increase in expenses," Goodson said, adding the higher tournament fees respond to strong demand and deep wait lists for events. Goodson said the goal is to build a reserve to fund facility improvements and major construction needs in the future.
Councilors asked questions during the public hearing but received no in-person speakers and one written comment referencing beverage service and junior tournaments. Goodson and staff said the concessionaire (Banyan's) is responsible for beverage service, and staff noted it may be appropriate to limit alcoholic beverage promotion at the junior tournament because of the participants' ages. Goodson also explained the difficulty of defining a "local" tournament discount when registrants range from seasonal residents to out-of-state visitors; he said tournament pricing is intended to be equitable for all participants.
Councilor Lyle moved to approve the resolution and authorize the mayor to sign; the motion passed on a roll-call vote with Council members Nielsen, Nelson, Machesek and Thrower and Mayor Giles recorded as voting yes. The council did not place additional conditions on tournament pricing or concession hours in tonight's action.
The resolution takes effect as adopted and staff will proceed with fee updates for FY26 operations. The council invited staff to continue working with the concession operator on junior-tournament coverage and logistical access during events.
