City staff reviews 2025 tax digest and millage options; rollback calculated at 5.093 mills

City finance staff presented the 2025 tax digest and millage analysis at the Woodstock City Council work session on Aug. 18, offering council possible millage adjustments that would result in a small tax decrease.
Ron Shelby told council the city’s maintenance and operations (M&O) millage for the current year is 5.223 mills and that new construction growth was 6.69% (net new construction value growth 5.03%). Shelby said the calculated rollback rate for 2025 is 5.093 mills. He gave examples to show homeowner impacts at rollback (a $375,000 non‑homesteaded house would pay about $764 at the rollback M&O).
Shelby also reviewed the voter‑approved parks bond debt service: because bonds were issued in 2024 to fund approved parks and trail projects, the required parks debt service millage will increase to 0.54 mils in FY26. Combined, total millage at rollback would be roughly 5.633 mills; if council opted for a small M&O reduction to 5.065 mills, the total net millage would be about 5.605 mills, a modest tax reduction compared with 2024 totals.
Council generally reacted favorably to the possibility of lowering rates and noted the proposed reduction still leaves room to absorb appeals and pending grant outcomes. No formal vote on millage took place in the work session; staff framed the figures as options and asked for council direction ahead of formal adoption procedures.
What’s next: Staff will continue to refine final millage paperwork and account for appeals and any pending grant awards before presenting a formal millage resolution for adoption in accordance with state timelines.
