Moffat County awards bids for roadside maintenance and HVAC replacement at Public Safety Center

The Moffat County Board of County Commissioners approved three procurement items on Aug. 12, 2025: a mulcher head for the road department, county-wide striping for 40 miles, and rooftop HVAC-unit replacement at the Public Safety Center.

Road and Bridge Director Dan Miller reported four bids for a mulcher head compatible with the county’s tracked skid steer. The low bidder’s drum (60 inches) was incompatible with the county machine, so staff recommended and the board approved the Wagner Caterpillar bid of $42,064.05 because its 72-inch drum and 84-inch machine compatibility suit county equipment.

The board also awarded a $79,847 contract to Stripe A Lot of Montrose to paint approximately 40 miles of striping; the road department’s budget for striping was $100,000 and staff said reduced coverage from previous years is acceptable to manage costs.

Office of Development Services Director Neil Binder presented a single responsive quote from Masterworks Mechanical to replace two rooftop units at the Public Safety Center. The base cost for the two units was $38,500; Binder said there is a potential additional cost of about $17,000 to integrate the new units with the building’s existing Trane communications system if compatibility issues require an upgrade. Commissioners approved the $38,500 contract and authorized up to an additional $17,000 for communications work if needed, with staff to notify the board if that expense materializes.

All three procurement motions carried on voice votes recorded as affirmative. Staff said replacement and striping work will proceed according to department schedules.
