County approves Martin replat in Sand Springs; well-permit issue noted

The Moffat County Board of County Commissioners approved the Martin replat application S‑25‑05 on Aug. 12, 2025, allowing two existing L-shaped parcels in Sand Springs to be reconfigured so a residence and an adjacent shop occupy separate legal lots.
Candace Miller, planning and zoning coordinator, presented the replat and said both resulting parcels meet the five-acre minimum for agricultural zoning. She told commissioners the planning board recommended approval but flagged a possible complication: the location and permitting of wells serving the parcels could affect future use.
Miller said one well on the combined parcel holds an active permit while another existing well does not currently have an active permit; the applicant is adding an easement to allow the lower lot access to the permitted well if needed. Miller noted well permitting and replacement are regulated by the Colorado Division of Water Resources and fall outside county permitting authority.
The board voted to approve S‑25‑05. Miller told commissioners the shop parcel previously operated under a conditional-use permit issued in 2012 for a woodworking shop; she said any change or expansion of business use on the newly separated parcel will require a conditional-use amendment.
No public opposition was recorded during the hearing.
