She said the program emphasizes relationship building and giving youth "an opportunity to dream once again." Arenas also credited Meghan Tu Williams and the Loving Flowers Group for volunteering flower‑arrangement events and an essay competition that the county's youth participate in during visitation days.
The MAC team, described by Arenas as part of the county probation department, offers rehabilitative programs including trauma‑responsive care, substance‑use interventions and anger‑management education intended for youth at first contact with the juvenile justice system. Arenas said the county partners with Loving Flowers to provide activities aimed at relationship‑building during visits and seasonal events; she noted that the flower arrangements and essay program give youth a way to express gratitude and practice family connection while incarcerated.
The board additionally noted that two items in the commendations package would be adopted but not presented at the meeting: item 7b (a commendation for the Consulate General of Mexico) and item 3 (a commendation whose recipient was unable to attend). The roll call vote recorded all five supervisors as voting in favor.
The board concluded the recognition with certificates and a group photograph of the MAC team, Loving Flowers representatives and board members. No policy action or funding decision attached to the recognition was made during the presentation.
