School board postpones decision on $62,000 Council of Great City Schools membership

The Duval County School Board on Tuesday postponed a vote on renewing its membership in the Council of Great City Schools, voting 6–1 to delay the decision until the board's July 1 meeting.
Board members debated whether the roughly $62,000 fee is an appropriate expense during a year of widespread budget cuts. Vice Chair Carney said she would not support the item at that time, citing fiscal concerns, while other members and Superintendent Dr. Bernier argued the council provides national peer connections and resources district staff rely on.
The school district's superintendent, Dr. Bernier, described the council as a “peer-to-peer” connector for large districts and said the information it provides helps district leaders evaluate national practices and scale them to Duval County. “Peer to peer, it's a fabulous connector,” Bernier said during the discussion, adding that material from the council still requires local review before any action is taken.
Board Member Pierson urged caution about trimming the membership, saying the council’s conferences and technical forums serve many district offices, not just the board. “This seemed like a very important resource to him in doing his job, and that there were other cabinet and lower than cabinet level staff members who benefited,” Pierson said.
Board Member Willie and others asked staff to return with options for how the district might spread the cost across departments that use the service, or clarify whether the district could join without the board being the named subscriber.
The motion to postpone—made by Board Member Bolduc and seconded by Board Member Blunt—passed 6–1. Board members directed staff to return with additional information about who benefits from the membership, whether costs can be reallocated to departmental budgets, and how administrative membership would be affected if the board declines renewal.
The item will return to the board agenda on July 1 for a final vote unless the administration presents an alternative arrangement before then.
