Commissioners direct county to ask FEMA to eliminate Monroe County remedial flood inspection plan

Monroe County commissioners on Jan. 15 authorized county staff to send a letter to the Federal Emergency Management Agency asking FEMA to eliminate Monroe County’s 2014 implementation plan for the Flood Inspection and Compliance Program (the remedial plan).
County planning staff briefed the board and said they believe changes to the county code and other options now address the issues the remedial plan was designed to fix. Lori Lear (consultant) participated via Zoom. Commissioners described the action as the next step toward parity with municipalities and said the county had worked through public input and internal differences to reach a unified position.
Commissioner Lincoln moved approval; Commissioner Cates seconded. The motion passed by voice vote.
Why it matters: Eliminating the remedial plan would change how the county meets federal flood-inspection compliance expectations and could simplify permitting and code enforcement for unincorporated property owners, according to staff. The request will be a negotiated process with FEMA; staff said they do not expect immediate regulatory relief without FEMA approval.
Staff will send the letter to FEMA and report back to the board on any FEMA response or required follow-up.
