The Baker County Land Planning Agency on July 10 approved a request for relief from parking requirements for a proposed retail development on a parcel at the northwest corner of State Road 121 and County Road 23C. The property owner, identified in the meeting as Lisa Jones, previously secured a land-use and zoning change and now seeks a parking-variance so a development plan submitted by the developer will reflect the requested parking count.
Planning staff explained the county’s standard parking code for this retail building type: generally five parking spaces per 1,000 square feet of building area. Based on the proposed building footprint, that formula would require roughly 52.5 spaces; the applicant requested a reduction of about 19.5 spaces so the lot would contain 33 parking spaces. The applicant supplied a parking study with four comparative examples of similarly sized retail buildings showing functional layouts with 33 or fewer spaces. Staff recommended approval, noting similar variances have been granted for comparable developments in the county.
Board members discussed whether to include a comp‑plan review of parking standards more broadly; one board member asked staff to put a review of parking standards on the comp‑plan contractor’s work list. Staff cautioned against broadly lessening standards without review, but agreed to place a review item on the comp‑plan agenda. The LPA approved the parking-variance request by voice vote; because code requires Board of County Commissioners final approval for this modification, the variance will be forwarded to the commission for final action.
The LPA vote authorizes the recommended reduction for the purpose of preparing a development plan; final site plan approval and any building permits will depend on the developer’s subsequent submissions and the County Commission’s decision on the variance.
