Staff said the action had two parts. First, it codified a long-standing $30 summer-camp fee for Parks and Recreation that had been used administratively but not previously included in the written fee schedule; staff said the amount is a fraction of youth sports registration fees because the summer program is shorter in duration.
Second, staff described changes tied to the city’s recently adopted growth strategy. With the annexation moratorium ending, the growth strategy recommends narrowing the moratorium’s area of applicability — for example, to incentivize annexation in the bypass area and in unincorporated enclaves surrounded by city limits. Staff said the resolution modifies moratorium language to extend the moratorium while limiting its application to those targeted areas shown on the growth-strategy map. Staff said the policy is guided by state statute in general terms.
Council action: Motion by Councilman Bullock, second by Mayor Pro Tem Capps to approve Resolution 25‑13. Vote: 4–0 (one absent).
Why it matters: The updates formalize a Parks and Recreation fee and refine the application of the annexation moratorium to encourage targeted annexations and infill aligned with the growth strategy. Staff said the definition of “enclaves” used in the growth strategy is shown on the strategy’s map and generally refers to unincorporated parcels surrounded by city jurisdiction.
