Council repeals Public Safety Commission, approves changes to Youth Commission rules

The Redondo Beach City Council on July 22 voted to repeal the city’s Public Safety Commission and approved changes to the Youth Commission’s governance.

Council member Barrett introduced Ordinance No. 3295‑25 to amend Title 2, Chapter 9, to update rules for the Youth Commission and to repeal Title 2, Chapter 9, Article 8, which established the Public Safety Commission. Barrett said he previously opposed repeal but would support it now because council agreed to consider a replacement or substitute advisory body in an upcoming agenda.

During public comment, residents and a current Public Safety Commissioner said they valued the work of the existing commission but had concerns about unclear scope. Mark Nelson thanked commission volunteers for their work on Prospect Frontage Road issues but said the commission struggled with an unclear scope; Nancy Skiba, a Public Safety Commissioner, said she supported creating a new, updated commission with clearer focus and parameters.

The council debated whether ongoing public safety matters should be folded into other commissions; one council member said such issues do not require a standing monthly commission. After discussion, the council voted in favor of the ordinance on the motion by Council member Barrett, seconded by another member; the vote was recorded as unanimous among those voting ("all aye"). The item passed as introduced by title only.

City staff said the ordinance will be returned in final form for adoption and that the city will consider the scope and membership of any replacement advisory body in a future agenda.

The ordinance as introduced revises local code references to the Youth Commission and removes the Public Safety Commission in its present form; the council indicated it wants to explore a successor body with clearer charge and parameters.
