OCII announces RFP to hire infrastructure coordinator for Hunters Point Shipyard and Candlestick Point work

OCII staff on July 15 previewed plans to release a request for proposals for infrastructure coordination services to support implementation of the Hunters Point Shipyard (Phase 1 and 2) and Candlestick Point disposition and development programs.
Development specialist Inder Garawal told the commission that the current contract with Hollins Consulting, Inc. expires January 6, 2026, and the agency intends to issue an RFP on Thursday at 4 p.m. Bidders will have 45 days to respond; the due date was listed as September 4, 2025. A pre‑submission meeting is scheduled for Wednesday, July 30 at 10 a.m. OCII plans to advertise the RFP on its website, city channels and through targeted outreach to local business enterprises.
Staff described the role as providing technical infrastructure and engineering support, facilitating coordination among developers and city departments on design and permitting, coordinating construction activities, and supporting the acceptance and conveyance of completed infrastructure to the city. OCII staff said the solicitation will aim to reach diverse local firms and give local business enterprises notice of the opportunity.
No public commenters addressed the procurement at the meeting. Staff said they intend to return to the commission in mid‑November for approval of the selected contractor.
