Board holds preliminary hearing on proposed $11.12 million bond package to address deferred maintenance

The Beech Grove City Schools Board of Trustees held a preliminary determination hearing on July 15 on proposed bond projects to address deferred maintenance across district facilities. No board action was required at this hearing; the meeting served to receive public comment as required by state law.
An administration presentation outlined prioritized projects including multiple roof replacements, HVAC upgrades, plumbing and electrical updates, interior improvements to high-traffic student areas and paving work. The administration presented estimated hard and soft costs of $9,835,000 and additional issuance and interim costs of $1,285,000, for a total estimated project cost of $11,120,000.
Administrators told the board the projected gross impact on the debt service fund tax rate would be 0.4366 per $100 of assessed valuation based on current estimates for the valuation beginning in 2026. The administration also said that as existing debt obligations mature, the district expects the anticipated net increase to the debt service fund tax rate to be $0.00 above the current rate.
Board officials cited Indiana Code 6-1.1-20-3.1 as the governing statute requiring the public hearings and said this proceeding begins a multi-step legal process that will include a second public hearing and later board resolutions if the district proceeds. The administration said the notice of the preliminary determination hearing was published as required.
The board opened the hearing for public comment and invited speakers to sign in; no substantive public comments were recorded at the July 15 session. The board noted a second public hearing is scheduled for Aug. 12, 2025, at 6 p.m. in the district boardroom.
Ending: The board closed the preliminary hearing; no vote was taken and the district will continue planning and financial analysis ahead of the August hearing.
