The Planning & Zoning Board unanimously recommended approval of a zoning text amendment that would allow automobile rental agencies in the PLAC (Plan Local Activity Center) zoning district on Gulfstream Park property, subject to supplemental regulations.
Staff said the proposed amendment would permit storefront rental agencies and include a requirement that rental fleets be maintained within an enclosed parking garage and that spaces used for fleet storage be marked and not counted toward parking requirements for other PLAC uses. The applicant, attorney Edwin J. Stacker for Gulfstream Park Racing Association, said the likely operator is Sixt and that the company expects to use about 35 marked spaces on a garage level to store fleet vehicles; the counter and storefront would occupy roughly 2,400 square feet in existing village retail space.
Staff suggested a small clarity edit to make clear that fleet-storage parking should “not be counted to satisfy the parking requirement for other PLAC uses.” Stacker said Gulfstream Park would provide a parking calculation at the time a tenant applies and indicated there is adequate overall parking in the development’s garages.
Board members asked about limiting on-street parking for fleet storage; staff and the applicant noted the amendment requires fleet storage solely within an enclosed garage. One board member requested adding the word “solely” before “within an enclosed parking garage”; the applicant agreed to proffer that wording. Board members also discussed whether the city should limit the number of rental agencies; staff said the PLAC area in question is a single property and parking availability will be the practical limit.
The board voted to forward the revised language and staff conditions to the city commission for action.
The change applies only to the portion of Gulfstream Park currently zoned PLAC and will require tenant-level submittals showing fleet counts and parking calculations when a specific operator applies.
