Council approves up to $15,550 change order after asbestos found at Rock Avenue demolition site

The Burrillville Town Council voted July 9 to authorize a change order of up to $15,550 to cover additional asbestos remediation and hazardous disposal costs on the town’s Rock Avenue demolition project.
Council discussion followed a report that asbestos was found in flooring, furnace components, chimney flues and some wall coverings at the structure targeted for demolition. Contractors discovered a collapsed roof that made the building unsafe to enter and required treating loads from the site as hazardous material rather than performing targeted asbestos removal as originally planned.
A town official told councilors the contractor’s original bid included a $10,000 allowance for asbestos remediation. With the new conditions — a collapsed roof and the need to package and dispose of contaminated debris as hazardous material — the additional disposal and handling raised the contractor’s estimate. Councilors asked whether any credit would apply to the contractor’s original allowance; the building official said that would need to be clarified with the contractor.
After debate about timing and public-safety risks posed by the unstable structure, the council moved to authorize the change order not to exceed $15,550 from the capital account (major capital fund 3820) and directed the building official to verify whether any credits could be obtained from the contractor for disposal items that would not be removed as originally planned. The motion carried by voice vote.
