Council approves procurement plan and $650,000 budget allocation to build expanded Burrillville skate park

The Burrillville Town Council on July 9 approved a procurement strategy and funding to design and build an expanded skate park, using a cooperative purchasing contract and engaging specific vendors for design, build and site engineering.
Town staff said the project was originally matched with $150,000 from the town in 2022 and that the town later secured HUD grant funding to support the project. Staff recommended using the Sourcewell cooperative procurement vehicle to retain Artisan Skateparks Inc. for design and construction with Pilla Design Studios as a subcontractor, and to hire Joe Casali Engineering to complete environmental assessment, site design, wetland permitting and other site work.
The procurement and contract amounts in the motion were $600,000 for the design-and-build team and $50,000 for the site engineering and permitting work; both sums were to be funded from skateboard fund number 1445. A council member thanked staff for finding grant money and noted the grant closing deadline (discussed in the meeting) is December 2031 in staff materials; staff said they hoped the project would not be delayed.
A motion to approve the recommended procurement strategy and contract engagements was moved and seconded; the motion passed by voice vote.
Why it matters: The approved procurement allows the town to proceed toward construction of a modern skate facility, replacing aging equipment that staff described as more than 30 years old and of limited reuse value.
