Commission debates citizen-complaint procedures and seeks MOU with DPA

Commissioners discussed Department General Order 2.04, the draft policy governing citizen complaints against officers, and how it should interface with the Department of Police Accountability (DPA).
Commander Walsh told the commission the draft had been circulated along with a proposed protocol/MOU and that the department hoped to finalize terms within three to four weeks, but acknowledged the issue affects every officer and that employee groups will seek input. Interim DPA Director Paul Henderson said DPA has reviewed the draft and that staff were ready to sit down with the department to resolve outstanding differences.
Frank Leidman, chair of the Bar Associations Oversight Committee on the DPA, urged the commission to incorporate an explicit document-production protocol into the DGO, saying his committees information shows DPA has experienced delays in obtaining records from police legal. A public commenter also raised questions about the timeliness of body-worn camera evidence in a recent fatality investigation and urged faster complaint processing.
President Turman asked staff to meet this week with DPA and department representatives so the DGO could be distributed to PEG groups for input and, if possible, be ready for a February vote. Commander Walsh and staff said they would continue work with DPA and push to complete the MOU and protocol language promptly.
