Police commission approves revised written-communication order, removes 'substantially'

The San Francisco Police Commission voted Feb. 7 to approve a revised Department General Order (DGO) 3.01 governing written communications and to amend the draft by deleting the word "substantially" from section 3.0106(d).
Commissioner Mazuko moved to adopt DGO 3.01 based on prior conversations; Commissioner Marshall seconded. Commissioner Hirsch raised a specific objection to the phrase "substantially modifies a general order," saying the charter does not allow a bulletin to be able to substantially modify a general order. "I don't like the word substantially… it's open to abuse," Hirsch said. He moved to remove the word; the maker of the original motion accepted the amendment and the commission approved the change and the DGO with that modification.
With the amendment approved, the order proceeds to the meet-and-confer process with the Police Officers Association as outlined in the agenda.
What happens next: the modified DGO will go through meet-and-confer consistent with labor rules and return to the commission for further action if required by the meet-and-confer outcome.
