SFMTA outlines People Plan updates for America’s Cup, including shuttles, bike lanes and accessibility pilots

SFMTA project manager Carly Payne presented the agency’s updated People Plan for the America’s Cup, saying planners shifted primary viewing and activity from Marina Green alone to both Marina Green and Pier 27/29 and have built flexibility into transit and crowd-management plans. Payne said the plan prioritizes public safety, resource efficiency, environmental sustainability and strategic adaptability as event schedules change.
Payne said new and enhanced services will include targeted enhanced transit (specific e‑line and Market–Pier 27/29 shuttles), a Marina–Pier 27/29 shuttle modeled on the 30X service, and limited extra F‑line and ferry capacity on peak days. Golden Gate Transit and Presidio Trust have agreed to add local stops as needed, while regional partners (BART, Caltrain, ferry operators) are coordinating contingency capacity. Temporary and semi‑permanent wayfinding signage is scheduled to be in place by July 1; a bike‑sharing launch is slated for August.
The plan also calls for accessibility pilots: reserved drop‑offs and paratransit/taxi stands near the Ferry Building and other Embarcadero locations, satellite parking linked to transit (for example at UCSF Mission Bay), valet bike parking at Marina Green and Pier 27/29, and ambassador teams trained on transportation guidance.
During questions, commissioners asked whether a temporary Embarcadero bikeway could start at Caltrain rather than the Ferry Building, and whether the lanes would be bidirectional; Payne said the near‑term proposal is for an Embarcadero facility from Washington Street to Pier 27–29, and that SFMTA bike planners are evaluating options for return trips and wider connections. Commissioners also pressed for clarity on shuttle routing to hotel and tourist hubs such as Union Square; Payne said the America’s Cup event authority is operating paid shuttles for some visitors and SFMTA is exploring loops and coordination with SF Travel and hotel concierges to reach Union Square and other tourist nodes.
Office of Economic and Workforce Development staff said initial revised estimates expect roughly 2,000,000 additional visitors over the three‑month event window, in addition to the city’s normal summer visitation. Payne said SFMTA and partners are designing light/medium/peak service scenarios they can scale in near real time and will continue to brief commissioners and directors as routing and other details firm up.
Next steps: SFMTA will follow up with bike‑lane design details and shuttle routing information through Port staff; the agency called the People Plan a work in progress intended to leave multimodal legacy improvements along the waterfront.
