Finance staff proposed a new port policy asking the commission to direct a portion of operating revenue toward capital needs in order to address a multi-billion-dollar backlog.
Elaine Forbes, deputy director of Administration and Finance, told commissioners the port's capital program needs an infusion of reliable funding to support renewal rather than emergency repairs. Staff proposed a near-term requirement that 20 percent of operating revenues be dedicated to capital or placed in a reserve that funds capital the following year, with a stretch goal of 25 percent over five years. Forbes said that target reflects a $20 million need to renew substructures alone and acknowledged the goal is ambitious.
Commissioners pressed staff on the policy's assumptions. One asked whether staff had assumed an operating surplus; Forbes said the proposal assumes balanced budgets and that the policy would force trade-offs if labor or other costs grew faster than revenues. Commissioners also asked whether depreciation could be used as a benchmark to compare the proposed target to a more accounting-based measure; Forbes said staff would consult the fiscal officer and return on March 14 with an analysis comparing depreciation-based needs to the proposed target. Staff noted the current proposed budget would reach roughly 19.8 percent in year one and nearly 21 percent in year two under the policy.
Forbes said the policy is designed to constrain operating budgets, require advance trade-off decisions between operating and capital needs, and reduce credit risk by improving the port's funding profile. The item was presented as an informational item; staff will return for formal review and adoption with additional analysis.
