At its June 23, 2025 meeting the Tennessee Local Development Authority recorded the following formal actions by roll-call vote:
1) Approval of minutes from the May 19, 2025 TLDA meeting — Outcome: Approved (unanimous roll-call vote).
2) Approval of Clean Water State Revolving Fund loans — Outcome: Approved (unanimous roll-call vote). Loans approved were $17,000,000 to Brownsville Energy Authority (20 years at 1.32% with $4,999,700 principal forgiveness) and $1,606,835 to the City of Parsons (20 years at 1.32% with $803,417.50 principal forgiveness).
3) Consideration of Ocoee Utility District financing request (USDA BAN and bond, $25 million revenue bonds) — Outcome: Postponed/Deferred. Motion by Comptroller Mumpower to defer to the next meeting passed unanimously; staff were directed to work with the municipal adviser and bond counsel and require the utility manager and board chair to attend in person when the matter returns.
4) Notification from the City of Portland of intent to issue capital outlay notes subordinate to its SRF loans — Outcome: TLDA acknowledged the notification (non-voting, informational item).
5) Approval of TLDA debt management policy revisions (annual review) — Outcome: Approved (unanimous roll-call vote).
6) Motion to adjourn — Outcome: Approved (unanimous roll-call vote).
