Commissioners table request to use precinct employees for Houston Food Bank deliveries pending legal review

County staff and the county attorney were asked to review whether the activity is an allowable use of road and bridge personnel and to confirm whether existing donation funds could cover county labor if employees volunteered or signed out. Commissioners also asked whether employees would be on the clock and whether additional insurance or indemnity steps would be required.
After discussion the court voted to table the request and directed the county attorney and county staff to return with legal guidance and a funding recommendation. The court noted the public purpose is clear but emphasized that any county‑employee involvement requires a legal determination and clarity on the funding source before approval.
