The Liberty County Commissioners Court approved a certified reimbursement payment of $154,019 to the Gulf Inland tax reinvestment zone (TIRZ) in Dayton, covering taxes captured for the period 2019–2024.
County staff explained that the TIRZ agreement dates to Sept. 4, 2018, and obligates the county to refund 50% of captured incremental ad valorem tax revenue within a defined zone when new value is created. The county’s presentation described a verification process: the county first collects taxes, then confirms valuations with the appraisal district and calculates the captured value eligible for reimbursement. Because annual verification had not been completed in prior years, staff consolidated five years of payments and certified the consolidated amount to the auditor’s office.
Commissioners asked questions about the length and structure of the TIRZ. Staff said the agreement runs through Dec. 31, 2043, and that payments reflect increases above the zone’s base value. Commissioners were told the reimbursement is drawn from taxes already collected by the county and that future years will be handled on an annual cycle.
The court approved the payment by voice vote with no recorded dissents. Staff said they will add the payment to the auditor’s workflow and will provide updates on other TIRZ accounts in coming months.
