Liberty County Commissioners on Tuesday approved a $154,019 reimbursement to a Tax Reinvestment Zone (TIRZ) created in 2018, after county staff presented a multi-year verification of collected taxes.
County staff told the court the payment covers five years of the county's obligation under the TIRZ agreement, explaining the county collects 100% of ad valorem taxes and then refunds 50% of the captured increment in value to the zone. "I'm certifying to the auditor's office that we owe them a $154,019," the staff member said.
The staff presentation said the county is paying for 2019–2024 in a single consolidated payment because earlier years had not been processed; that payment represents five years of a 25-year obligation that the county entered when it joined the TIRZ created by the city of Dayton. The staff member described the mechanics: the zone's base value is fixed, increases in taxable value are "captured," and the county refunds 50% of the captured value as specified in the TIRZ documents.
Commissioners discussed the long-term nature of the commitment and the potential revenue implications if agricultural values convert to market values as development proceeds. The staff member noted that once parcels change from agricultural valuation to market valuation (for example, when development or warehouses are built), both the county's collections and the amounts to be reimbursed are likely to rise.
The court voted to approve the reimbursement after a motion and second; the motion carried.
County staff said the county will continue annual verification and that three additional TIRZ accounts will be reported to the court in coming months.
