Commission directs staff to study reorganization of McFarland Recreation and Parks District into city subsidiary

Commissioner Ayon formally requested that LAFCO staff begin a feasibility study examining whether the McFarland Recreation and Parks District should be reorganized as a subsidiary district of the City of McFarland. The commission provided direction to staff to evaluate options and return a report to the August meeting if possible.

Ayon said the McFarland City Council adopted Resolution No. 2025-78 asking LAFCO to initiate the reorganization process and that the city had submitted the adopted resolution and the required application materials. He described the request as driven by the city’s stated financial stability and administrative capacity and said the reorganization could improve program and facility delivery for McFarland residents. Ayon asked staff to complete a feasibility study and to bring findings and a recommendation to the commission’s August meeting; if the study is completed earlier, staff may request a special meeting.

Commissioners and staff discussed what should appear in a feasibility study. Staff summarized possible outcomes: dissolution of the district with city takeover of assets, conversion to a dependent district with the county board or city appointing members, leaving the district intact, or creating a subsidiary district with a mix of appointed and elected board seats. Staff said the work can be performed in-house and that the city will pay fees according to the fee schedule; the executive said he would prepare the feasibility analysis.

The commission did not take a formal vote to act on the reorganization tonight but gave direction to staff to proceed with the study and to return with findings and a recommended timeline for action. Staff cautioned that the August meeting deadline could be affected by how quickly McFarland Park and Rec provides financial records and other materials.
