The Kern County Local Agency Formation Commission on a unanimous or near-unanimous roll call approved several administrative reorganizations and routine fiscal items at its final meeting of the fiscal year.
The commission approved annexation No. 1844, bringing roughly 0.55 acres at the northwest corner of South H Street and Cecil Brunner Drive into the City of Bakersfield, and approved detachment from County Service Area (CSA) 43. The executive officer told commissioners the annexation has 100% landowner consent and meets the Cortese Knox Hertzberg noticing requirements; the commission voted to adopt the environmental notice of exemption and to approve the annexation. Commissioner Fowler moved the motion and Commissioner Saragosa seconded; the roll call vote was unanimous.
The commission also considered a larger proposed annexation into the East Niles Community Services District (annexation No. 1827) covering about 106.84 acres and 44 parcels. Staff said the annexation was initiated at the district’s request and in response to the State Water Board, and that the parcels are scattered across the district’s service area. Although staff reported the proposal did not have 100% landowner consent, commissioners voted to waive a separate protest hearing under California Government Code provisions after finding no protests had been filed. Commissioner Ayon moved the motion to approve the waiver; the motion passed 8–1 (Commissioner Fowler voted no).
In other votes, the commission approved the monthly expense list and unanimously approved a recommended response to a grand jury report on the Lamont Stormwater District, which recommended that the county consider dissolution or other reorganization steps after finding the district functionally inactive. The commission’s approved response recommends that Kern County apply by resolution for dissolution or otherwise act as an appropriate successor agency; the roll call vote on that recommendation was unanimous.
