Vote and dissent The package of staff recommendations passed 4-1. Supervisor Williams cast the lone vote against the delegation of interim appointment authority, saying she wanted a more transparent candidate interview process before naming an interim chief. Chair Mashburn and Supervisor Vasquez — who will serve with Mashburn on an ad hoc committee to help manage the transition — supported the recommendations.
Why it matters County staff said the steps are intended to reduce operational friction, standardize equipment and training, and create a unified command structure ahead of a planned LAFCO (Local Agency Formation Commission) application to pursue district consolidation later this summer. Staff said the temporary delegated authority is meant to maintain continuity while the districts work toward a single organizational structure.
Operational context and community engagement District leaders told the board about recent fuel‑reduction partnerships with CAL FIRE and local resource conservation districts, large volume of community engagement and school outreach, and year‑to‑date call volumes. Staff also briefed the board on a county‑funded seasonal wildfire staffing program approved by the board the previous day: engines staffed seven days per week and running through the summer months to reduce wildfire risk and step up abatement inspections.
Audits and transparency The board authorized initiation of annual audits to ensure financial transparency while the districts reorganize. Chief Abruzzini (Suisun) said the move to annual audits will better support timely review of financial health and regulatory compliance.
