The parcels had been annexed to Kiowa in 2002 under a planned development that did not occur and were removed by decree in 2024, leaving them without county zoning; the rezoning restores county zoning.
Staff summarized the site context: the parcels abut the town of Kiowa to the north and are surrounded by agricultural and ranching properties. The proposed agricultural zoning is consistent with the county comprehensive plan, staff said, and will not require additional public services or adversely affect transportation systems. Notice and referral procedures complied with county rules, and the planning commission recommended approval (7–0).
No public comments were made at the planning commission hearing or the board hearing. The board approved the county‑initiated rezone; staff and commissioners corrected an earlier draft case number in the record to RZ2025‑901 before finalizing the vote.
