Sedona board acknowledges hiring of Commander Christopher Dowell; city to pay alternate PSPRS contribution

At its June 5, 2025 meeting the City of Sedona Local PSPRS Retirement Board acknowledged the hiring of Commander Christopher Dowell, effective April 7, 2025. Board members noted Dowell has retired from another PSPRS participating department and therefore will not be a contributing PSPRS member while employed by Sedona.
Board staff clarified that when a retiree from another PSPRS participating department is hired in a sworn position, the city may employ that person but must pay the employer contribution into PSPRS on the employee’s behalf. Board members discussed that the alternate contribution rate (ACR) payment is a city-paid employer contribution because the hire is a PSPRS retiree and is not a new contributing member. The record shows this item was presented as an acknowledgement; no motion or vote was required or recorded.
The board referenced a similar prior acknowledgement when Dowell served as interim deputy chief, and members thanked him for joining the department in the commander role. No changes to payroll or member contribution status were recorded at the meeting; staff will continue to process the ACR payments as the employee’s status requires.
