Magistrate gives estate representative 60 days to clear trees, fix rot and repair property at 2404 Oleander

A Fort Pierce special magistrate on June 4 ordered the occupant and estate representative of 2404 Oleander Boulevard to complete multiple exterior repairs and storm debris removal within 60 days, citing nuisance and property-maintenance violations.
Code enforcement Officer Heather Dubevic and others presented photographs dated Feb. 10, March 10, May 22 and June 2 documenting fallen trees, exterior deterioration, broken windows, leaning fencing and outside storage at the Joan Stevenson estate property. The cases included a tree-removal notice (CE2020-1924) and a separate code-enforcement matter (CE2025-108) listing container, accessory structure and exterior-structure violations.
Antonio Tyrone McArthur, who identified himself as handling estate matters, said he has been attempting repairs since his mother's death and that he has removed some debris and cut fallen tree trunks but needs more time and assistance to finish work on the roof, windows and rotting wood. He said he recently was released from incarceration and is working to catch up on repairs.
Officer Dubevic said the property was improved from earlier visits but still required substantial work; she recommended permits be obtained for larger structural repairs. The magistrate increased the recommended compliance period to 60 days to allow McArthur to obtain permits and attempt repairs and said that, once a permit is issued, the permit term (noted by the officer as 180 days) would govern that specific work.
The magistrate ordered that within 60 days McArthur must: store waste bins to the side/rear of the home; repair the fence and cement planter; replace all rotting wood on the property; replace the broken window; obtain any necessary permits and comply with permit conditions. Failure to comply will subject the property to a $250-per-day fine and potential city abatement costs assessed to the property. The magistrate also told McArthur he may check with the city's grants department for assistance.
