Franklin County Commission approves consent agenda, rezoning and sale of surplus trucks

The consent agenda approved claim vouchers and tax orders of negative $42,131.27 and payroll for April 21–May 20 of $1,456,367.63. Commissioners also added and approved purchase of culverts from Wellborn Sales in the amount of $17,971 as part of the consent agenda.
Planning staff presented application 2502-0034, commonly called 2014 Rock Creek, requesting rezoning of a five‑acre parcel from agricultural use to the Residential Estates district out of a 40‑acre tract roughly 2.5 miles southwest of Ottawa. Staff said a meter is available from Rural Water District 4 and that the lot split would require an exception to a 4:1 acreage ratio for the remaining 35 acres. The county planning commission and staff recommended approval. A motion "to approve application 2502Dash0034 to rezone the 5 acres" passed on a unanimous vote.
Commissioners also approved a motion authorizing the Public Works department to sell six surplus dump trucks "to a vendor of Jeff's choosing," as moved on the floor and seconded. County staff estimated the sale could conservatively yield $50,000–$60,000 in total proceeds, with higher amounts possible for the serviceable trucks; the commission voted unanimously to authorize the sale.
Roll calls recorded during the meeting show all commissioners voting yes on the motions taken that day.
The meeting also included routine staff reports and an item for future budget study sessions scheduled the following week.
