Commission approves conveyance of county parcels for affordable housing; commissioners press for sewer easements

Miami-Dade County commissioners approved a resolution to declare certain county-owned parcels surplus and to convey them for development of affordable housing. The measure directs the mayor or designee to complete due diligence and take actions needed to convey the land to a developer that will build housing for very-low, low- and moderate-income households.

During debate, several commissioners raised concerns about the utility infrastructure for proposed projects. Commissioner Regalado and others urged that when parcels lack current sewer connections and rely on septic systems, conveyances should include easements that preserve space for future pump stations or connections to the county water-and-sewer grid. Several commissioners said they wanted to avoid creating new development that could not be connected later without buying additional property for infrastructure.

Sponsor Commissioner Bastian noted that some properties being conveyed already include multiple lots owned by the developer and that certain parcels would meet higher septic standards. But commissioners emphasized that an easement or other mechanism to ensure future connection should be considered for any conveyance when feasible. The mayor's office agreed to consider easements and to consult the Water & Sewer Department on potential future connectivity, and the commission approved the conveyance resolution.
