The Clay County Planning Commission on June 3 granted a continuance for a comprehensive plan and zoning application connected to a proposed 98-townhome development after the applicant asked for more time to revise the project.
Applicant Colin Grama of Black Creek Engineering told the commission he and the development team had received substantial comments from the Lake Asbury Citizen Advisory Committee and county staff and wanted to revise the plan and return the proposal to the CAC before coming back to the commission. "We got some great comments from the CAC, citizen advisory committee, and some from staff, and we wanna make some substantial changes to the project," Grama said.
Why it matters: the proposal would introduce a concentrated residential development near existing single-family areas. Neighbors told the commission the site — described in public comment as near railroad tracks at Russell Road — raises traffic-safety and noise concerns that, in residents' view, need to be addressed before planning review proceeds.
Residents expressed concerns at the hearing. Mark Henson, who gave his address as 3207 Greenleaf Fuey, said the proposed 98 townhomes on roughly 10 acres at the railroad tracks and Russell Road would create a "tremendous" safety issue because of existing congestion near State Road 17 and Russell Road. Donna Gunn, 1976 Traceland Avenue, said she lives directly behind the railroad tracks and cited construction noise, existing roadwork on Russell Road and a decline in the quiet character of the neighborhood.
After public comment and a short staff exchange, a commissioner moved to continue the two companion files — listed in the public materials as COMP PLAN 25-0009 and ZON 25-0010 — to the August meeting (the motion specified August 5). Another commissioner seconded; the commission approved the continuance by voice vote.
The continuance means the application will be re-advertised and re-noticed according to county rules; staff told the public that sign dates and meeting notices will change and that interested residents should watch the county website and posted signs for updates. No formal land-use decision or rezoning was made at the June 3 meeting.
A path forward: the applicant will revise the plans in response to CAC and staff comments and return to the commission for public hearing after re-notification. The commission did not direct staff to impose additional conditions beyond standard re-advertising and revision review.
