Clearfield County commissioners approve routine bills, personnel changes and child-welfare contracts

Clearfield County Commissioners approved routine business and several county agreements during a short meeting that included votes to accept minutes and pay county bills, personnel actions, and contracts related to child welfare and domestic-relations enforcement.
The board approved minutes from the May 13, 2025 meeting and authorized payment of bills, with Comptroller Edwards presenting fund totals including a General Fund payment of $1,758,577.82 and a hotel tax disbursement of $212,572.02; several other line items were read aloud by the comptroller (some amounts were unclear on the record). The commissioners then approved a package of personnel items including a new Children and Youth Services (CYS) caseworker and a CYS intern effective May 19; a corrections officer separation effective May 16, 2025; and an approved request for a family and medical leave beginning July 17, 2025, for 12 weeks ending Oct. 9, 2025.
In new business, the board approved an intergovernmental agreement with the Court of Common Pleas Domestic Relations section related to administration of the Title 9-D support enforcement fund. The agreement updates documentation to allow state reimbursement and reflects the current attorney assigned to support enforcement work. The solicitor characterized the agreement as a standard renewal and noted it has been in place through prior attorneys in the position.
The commissioners also approved the county's share of the annual Child Accounting and Profile System (CAPS) upgrade used by CYS as part of the statewide child welfare information system; county staff said the upgrade involved no significant changes from prior years and follows a standard cost-sharing arrangement among counties.
County staff presented and the board approved a one-year advertising agreement with radio station WOKW (102.9) to promote foster-care recruitment; officials said the county has used similar radio advertising in prior years to help recruit foster families.
The meeting included brief praise for the recent election process. Solicitor Bozovich said the election ran ‘‘how it should have been’’ and commended the board of elections and the election office, noting new election director Brian Norwood worked through write-ins and that only minor issues occurred.
