Commission designates Salina city surveyor as interim county plat reviewer for up to three months

With the county still recruiting a licensed county surveyor, commissioners authorized use of Salina city surveyor John Harvey as interim reviewer for subdivision plats within city limits for a three-month period and directed independent review arrangements for other plats.
The Saline County Commission on May 27 approved a temporary arrangement to have the Salina city surveyor review subdivision plats for the county while the county continues recruitment for a permanent county surveyor.
Justin Mader, county engineer, told commissioners Kansas law (KSA 58-2005) requires a county surveyor or a designated reviewer to review subdivision and survey plats. The county’s previous surveyor, Wayne Scritchfield, left county employment; the county has advertised the position but has not yet found a candidate who meets the statutory requirements.
Mader said the city of Salina agreed to allow John Harvey, the city surveyor, to serve as an interim subdivision-plat reviewer for plats within city limits for a period not to exceed three months. Mader said the city already performs that review as part of Harvey’s duties and that the action would mostly formalize the signature on plats; he recommended the city surveyor be designated for subdivision plats within Salina while non-subdivision plats would use independent reviewers hired by the surveyors who create those plats.
Commissioners asked about cost and time impacts; Mader said the arrangement carries no county cost for the interim work within city limits. He also noted that subdivision plats outside city limits are rare and that when they occur the county would contract review work as needed.
The commission approved the staff recommendation and a related request listed in the packet (RFA 2025-74). Commissioners said they will continue recruitment for a permanent county surveyor and revisit the arrangement if a hire is not in place at the three-month mark.
