Effingham council approves floodplain ordinance and multiple routine contracts; liquor license deferred

The Effingham City Council on an evening meeting approved a number of routine items, including an ordinance updating the city'9s flood damage prevention rules and several contract awards and change orders for street and sewer work.
Council members voted to adopt Ordinance No. 007-2025, an amendment to Chapter 11 (Flood Damage Prevention and Control). Staff told the council the "clean version" of the ordinance had been reviewed by Erin Connolly of the IDNR Office of Water Resources, who "gave us a thumbs up" and indicated the draft "meets the requirements," according to staff presentation.
The council also adopted a resolution awarding the 2024 pavement patching program to F and C Construction after staff reported six bids were received and the low bid would cover work concentrated on Wabash Avenue between Hornsine and Banker. Staff said funding for the contract will come from Industrial TIF and general funds, with additional support from Central TIF, Outer Belt West TIF and the Ford Avenue Business District.
A change order for the South Banker Street sidewalk project (Change Order 1) was approved after staff said an unplanned approach replacement increased the contract by $16,637.77, bringing the contract to $244,093.17; staff identified Industrial TIF as the funding source for the increase.
Council also moved and approved payment of bills and requisitions and later voted to recess into an executive session covering personnel, collective bargaining, litigation and review of executive session minutes under 5 ILCS 120/2(c).
Not all items were finalized. Ordinance No. 006-2025 and Resolution No. 003-2025 to issue a catering liquor license to Country Roads LLC doing business as Country Roads Catering were discussed, but staff told the council the applicant'9s paperwork had not arrived and the licensing item will be brought back to the OVA when documentation is complete.
The meeting closed its formal portion with approval votes on the listed consent items; the council then recessed into executive session.
