Effingham council adopts updated floodplain ordinance after state review

The Effingham City Council on a unanimous voice vote adopted Ordinance No. 007-2025 to amend Chapter 11 of the municipal code governing flood damage prevention and control.
The ordinance presented to the council was a "clean version" that had been reviewed by Erin Connolly of the Illinois Department of Natural Resources, Office of Water Resources, who "gave us a thumbs up," the presenter said during the meeting. Staff noted the updated floodplain map is effective Jan. 17 and that IDNR review constrains local amendment options once the state process is complete.
Council members asked whether the city had any further changes to make; the presenter said the amendments had already been through a strikeout/underline draft and that IDNR determined the version meets requirements. Commissioner Gillenwater moved to adopt the ordinance; Commissioner Meisenheimer seconded the motion. The clerk recorded unanimous "Yay" votes from the members present.
The adoption brings local code language into alignment with the state-reviewed floodplain map and the department's technical requirements, officials said. Staff advised that because the changes were reviewed and approved by IDNR, further local amendment would be limited by the state review process.
The ordinance was recorded on the agenda as section 4.1 and will be filed with the appropriate city records. The council moved on to other agenda items after the vote.
