Police chief honors Citizens Police Academy graduates; Detective Holscher recognized by DEA

At the start of the council meeting, Police Chief McFarland presented graduation certificates to the latest class of the Effingham Citizens Police Academy, describing the program as a multi-week opportunity for community members to learn about patrol, narcotics, K-9 operations, drones, school resource officer duties and the department’s use-of-force simulator.
Chief McFarland thanked participants for strengthening ties between law enforcement and the community and singled out Officer Jeremy Kyle for leadership in running the program. Several graduates were named and recognized during the presentation.
Later in the meeting the police chief announced that the Drug Enforcement Administration’s special agent in charge and diversion supervisor presented Detective Matt Holscher with an award for leading a major investigation into a licensed provider who obtained controlled substances by fraud; the investigation, McFarland said, resulted in an indictment.
No council action was required on the presentations; the recognition was ceremonial and informational.
