Council approves paying bills, directs staff to proceed on sidewalk change order and downtown rehab grant

At the start of the meeting the council moved to pay bills and requisitions; Commissioner Meisenheimer made the motion, Commissioner Stevens seconded, and the council approved payment.
Director Hall presented a TIF commercial rehabilitation grant request for EP Legends, a martial-arts studio at 209 N. 4th Street. Hall said the total project cost is $8,405 and the 25% matching grant would total $2,101.25. Council members indicated support and asked staff to place the grant on a future consent agenda for formal action.
Director Harmon described a change order for the 2025 sidewalk replacement program with the contractor F and C Concrete. The original contract was $298,007.23; Harmon said additional sidewalk work related to water-main repairs and other locations would increase the contract amount to approximately $446,000. Council directed staff to maximize the existing contract with available funds and to finalize the change order as needed.
Harmon also announced that bids for the East Evergreen Avenue reconstruction project will be opened on July 29 at 10 a.m.; the project will tie into prior improvements near Willenberg Avenue West and end near the Osceola box culvert.
Public comment: Mark Mahood thanked staff for using local bidding on vehicle purchases, said local bidding saved about $13,000 on two vehicles, and offered to share comparative building-code work from other similar-sized cities.
Next steps: staff will return the TIF grant, sidewalk change order and East Evergreen bid-award items to a future council consent agenda or meeting as appropriate.
