Effingham staff outlines timeline for 'Effingham 2050' comprehensive plan; Planning Commission hearing expected in November

Planning staff provided an extended update on the Effingham 2050 comprehensive plan, describing where the effort stands and the next steps for public review and adoption.

Staff said the draft text of the comprehensive plan is complete but that the future land‑use map requires additional work and careful review. "Every public meeting from here to the end of the year is going to have comprehensive plan on it," staff said, summarizing the outreach timeline. The plan aims to refine future land‑use categories (including agricultural reserve, suburban residential and mixed‑use areas), to protect the airport as an airport‑protection zone and to identify implementation steps and responsible parties.

A Planning Commission public hearing is planned for November (staff noted the November 11 meeting will be skipped because of Veterans Day and that the November 12/14 schedule will accommodate hearings). Staff said they were "still on target to hit the end of the year" for moving items forward but signaled parts of the plan could be adopted in phases if necessary to allow more time on the future land‑use map.

Council members emphasized the importance of carefully vetting the land‑use map because changes affect homeowners and existing investments. Staff said open houses and multiple public meetings would be scheduled to solicit community input. The council directed staff to continue outreach and return recommendations to the Planning Commission and council as the map and implementation sections are finalized.

Next steps: Planning Commission public hearing (mid‑November), possible reconvening in December for additional comment, and potential council action in the second meeting in December.
