Effingham council approves tower permit, multiple final plats and routine payments; recesses to executive session

The Effingham City Council on Monday approved several consent items including a tower use permit for a wireless communications facility, multiple final plats and payment of city bills, and then recessed into executive session to discuss collective bargaining.
City staff presented Ordinance No. 672025 to grant a tower use permit for a Verizon Wireless facility at 400–402 Jaycan Drive. Dennis Paul of Dillon Realty said the application had gone through multiple hearings and the Plan Commission had recommended approval. Commissioner Mueller moved to pass the ordinance; Commissioner Meisenheimer seconded and the motion carried with the mayor and both commissioners recorded as voting yes.
The council adopted final plats for River Ridge Subdivision and Midwest Truck Subdivision. City Planner Custer said River Ridge had been preliminarily approved previously and that improvements and bonding remain; developer Todd Cabas was present. Commissioner Mueller moved to adopt the River Ridge final plat and later moved to adopt the Midwest Truck plat; both motions were seconded and approved.
Council also voted to pay the city’s bills and requisitions after a motion from Commissioner Meisenheimer and a second; the approval was recorded as passed.
Before recessing, staff provided several informational presentations (see related articles) and the council then voted to recess to executive session under 5 ILCS 120/2(c)(2) to discuss collective bargaining. The motion to recess was moved by Commissioner Bolden, seconded, and approved.
