Public Works Director Harmon told the council that the Illinois Department of Commerce and Economic Opportunity (DCEO) awarded Effingham a $1,500,000 Community Development Block Grant (CDBG) for storm‑sewer improvements along Wabash Avenue. The project will install a trunk line to improve drainage and reduce chronic flooding in the area near South Side School and the former Nuxau building, Hamilton said. The city must provide a 20% local match (approximately $300,000) and staff will include the match in the next budget. Harmon credited engineering partners and grant administrators for assisting with the application.
Harmon said the work will address past incidents of stalled vehicles and repeated flooding along Wabash Avenue and that the city hopes to design the project this winter and begin construction in 2026. The council congratulated staff and partners for securing the grant.
