The Effingham City Council agreed to move forward with drafting a zoning text amendment that would require hard-surface pavement (concrete or asphalt) for paved surfaces in all B zoning districts (B1–B5).
Director Harmon described the change as removing oil-and-chip and asphalt millings as acceptable materials for new site plans, aiming to improve appearance and durability in commercial corridors. Planning Commission discussion on Nov. 12 was described as supportive; staff will prepare the formal amendment for public hearing in December or January and return with the planning commission recommendation.
Council members expressed general support and staff noted they will work with planning staff (Greg Custer) and other departments to finalize language. The change is intended to make expectations clearer and reduce inconsistent requirements.
