Council approves moving forward with JC Avenue design contract with Milano & Grunloh

City Engineer Kaitlyn presented an agreement with Milano & Grunloh for engineering design of JC Avenue from Banker to Veterans Avenue, a roughly half‑mile street reconstruction project.
The proposed design contract is $172,562.05 and will be paid from general funds. Council members noted nearby sanitary sewer and storm sewer work is nearly complete and expressed strong support for moving ahead with design; staff will return under the omnibus vote agenda for final contract acceptance when appropriate.
Engineer Kaitlyn said the design will bring the corridor up to urban standards, addressing sidewalks, drainage and pavement where currently lacking. Council encouraged staff to proceed with design and coordinate public outreach and construction timing in later phases.
