Council approves moving forward with Stantec water-rate study

The Effingham City Council authorized staff to proceed with a water-rate study proposal from Stantec totaling $43,700 to set water rates for the next four years.
Director Hartman said Stantec has provided similar modeling work for the city for more than a decade and will evaluate operating costs, maintenance, salaries and capital projects, as well as wholesale allocations. The study will inform rates effective May 1, 2026. Council had no objections and asked staff to bring the contract back under the OVA when ready.
Hartman said the study is budgeted and will rely on the city's existing program for wholesalers to pay their share. The contract will be paid from the water fund.
