The City of Effingham Council approved Ordinance number 12026, an amendment to a prior appointment ordinance that also recognizes a change in outside counsel and revises police‑department position counts to reflect a restructure (two lieutenants and 19 patrol officers). Deputy City Administrator Pressley said the change is a cleanup item and that the union has signed off; the council moved and seconded the ordinance and roll‑call responses recorded affirmative votes.
Council also considered annexation ordinances for the River Ridge subdivision (territory along West Route 40) and for a city‑owned parcel associated with the water‑treatment plant. Staff explained that portions of the River Ridge land had been previously annexed during property‑swap agreements with a developer, that an amount required to be paid to the prior fire protection district was noted ($118.44), and that the water‑treatment parcel annexation will align city ownership with city limits and carries a listed tax of $24.45. Council moved and seconded the annexation items and members recorded affirmative responses during roll call.
Greg (city staff) walked council through legal‑description complexities arising from prior annexations and parcel swaps, noting staff had to reconcile earlier ordinances when drafting the current descriptions. The council voted to move forward with the ordinance changes and annexations during the meeting.
