Board advances first consideration for Armenian All Saints Church site plan; pavilion and stormwater work proposed

The Glenview Village Board on March 4 advanced first consideration of an ordinance approving a conditional-use final site plan and preliminary architectural, landscape and lighting plans for Armenian All Saints Church at 1625–1701 Greenwood Road.

Director Brady told the board the church proposes relocating an on-site monument to a new plaza, adding a drop-off area and a pavilion intended "to allow for opportunities for outdoor worship" and informal uses such as fellowship or youth gatherings. Brady described substantial regrading to provide stormwater detention that will direct runoff to the existing stream corridor; the plan includes native plantings around the detention area, permeable pavers near monument areas, a 4-foot, 50%-open wrought-iron fence adjacent to the stream, and a 7-foot solid wood fence along the southern property line.

Brady said hours of outdoor use described by the church would be limited as proposed (staff read the church’s proposed hours during the presentation) and that special events could be permitted through the village’s special-event permit process. He noted remaining steps: final architectural appearance (pavilion rafters and lighting), landscaping plans for stormwater areas, and final engineering and building permits before occupancy.

Trustees moved and voted to approve first consideration of the ordinance; the board did not hear public opposition during the meeting. Further reviews — including submission of final architectural details, lighting plans and engineering permits — were identified as the next steps before any building permits or occupancy are allowed.

What’s next: the project will return with final appearance and engineering documents for commission and board review before permits are issued.
